This administration has expressed its goal to improve transparency. Friends -- a trusted source for knowledge on data publication, accessibility, and use for more than a decade -- is uniquely suited to support both the administration and other policymakers with constructive approaches on accountability and results as new models of U.S. foreign assistance and policy development are debated and tested in the months and years ahead. 

According to October 2025 Fraym data: 

  • nearly six-in-ten Americans believe that foreign assistance should be increased or maintained. 
  • This number jumps to 71% when informed that foreign aid accounts for less than one percent of the federal budget, with majority support across every socio-demographic and political grouping.

  • Fifty four percent of Americans are concerned that foreign aid doesn't reach the neediest while roughly four-in-ten are concerned that foreign aid can be misused (41%) or is not tracked (39%). 
  • This paints a clear picture of widespread U.S. public support for foreign aid but also a need to continue strengthening its transparency and accountability to ensure that every single taxpayer dollar generates real results for the neediest.

Seismic shifts have impacted U.S. foreign assistance in 2025, with significant cuts to funding, elimination of many programs across the globe, shuttering of USAID, and the transfer of most U.S. development and humanitarian functi

Foreign aid effectiveness and accountability have been a bipartisan priority in the United States for decades. Seismic shifts have impacted U.S. foreign assistance in 2025, with significant cuts to funding, elimination of many programs across the globe, shuttering of USAID, and the transfer of most U.S. development and humanitarian functions to the U.S. Department of State. 


In the wake of these changes, the U.S. is advancing new assistance delivery models and rethinking the role of different instruments and modalities in pursuit of more impact for every taxpayer dollar. It is essential that decisions about new assistance delivery models, modalities, and instruments be grounded in evidence of impact with clear accountability. Transparency is the critical tool for such delivery.
